...However, Lord Durham, who had inspected the results of this rebellion, recommended democratization, and in 1941 the unification of Upper and Lower Canada was realized as the United Provinces of Canada, and in 1948 a responsible government was established and the province gained a large degree of autonomy. In the United Provinces, Upper Canada was formed as an administrative district called Canada West, but the allocation of the same number of seats as Eastern Canada in Lower Canada caused discontent among the western residents, mainly farmers and merchants, as the population of the western part of Canada exceeded that of the eastern part of Canada in the 1950s. They led the establishment of the Dominion of Canada in 1967. At this time, Western Canada joined the Canadian Confederation as the province of Ontario.
