After the fall of Katsuragi no Omi, Katsuragi Nao, who remained as a powerful clan in the Katsuragi region, is thought to have been in charge of Katsuragi Prefecture, but in 624 (the 32nd year of the reign of Empress Suiko), a member of the Soga clan who had become a maternal relative of the Imperial family, requested Katsuragi Prefecture as his main residence, but this was not permitted as it was a directly controlled territory.
