Because their fur is high quality and expensive, fur seals in the North Pacific Ocean were actively hunted by Europeans and Americans, and by the end of the 19th century, their stocks had declined significantly. Concerned about this situation, the United States called on the relevant countries, Japan, the United Kingdom (Canada was a British colony at the time), and Russia, to conclude a treaty aimed at preserving and protecting the stocks. As a result, the Convention for the Protection of Fur Seals was concluded in 1911 with these four countries as its member states. The treaty remained in force until Japan notified it of its termination in 1940, and made a significant contribution to increasing the stocks, but after the treaty expired, fur seals were hunted without any restrictions, and the stocks declined again.

 その毛皮が良質で高価なため,北太平洋のオットセイは欧米人により積極的な捕獲の対象とされ,19世紀末には資源が著しく減少した。この状況を憂慮したアメリカは,資源の保存および保護を目的とした条約の締結を関係国たる日本,イギリス(当時カナダはイギリス領),ロシアに呼びかけた結果,1911年,この4国を構成国とする〈おっとせい保護条約Convention for the protection of fur seals〉が締結された。同条約は40年に日本が破棄通告を行うまで存続し資源の増加に大きく寄与したが,条約の失効後オットセイは無規制のまま捕獲されたため再度資源が減少した。…
