A nobleman of the late Edo period. The eldest son of Masagimachi Sanetora, his mother was the daughter of Hirohata Toyotada. In 1768 he was appointed councilor, in 1776 he was promoted to Shonii (Senior Second Rank), and in 1777 he was appointed Gon Dainagon (Provisional Minister). He served as an In Councilor and In Denso (Instructor of the Imperial Court) from 1776, and in December 1791 he became Buke Denso (Buke Denso). Around that time Emperor Kokaku wanted to bestow the title of Retired Emperor on his biological father, Prince Kan'innomiya Norihito, and negotiations were held between the Imperial Court and the Shogunate. Komei, the Buke Denso, performed his duties well, but the Shogunate opposed the idea and it did not come to fruition (Sonso Incident). In January 1792, the Shogunate summoned and questioned him along with Councilor Nakayama Akichika, found him responsible for the incident, and ordered him to live in seclusion for 50 days. In April of the same year, his seclusion was permitted, but he was dismissed from his position as Buke Denso. Upon the death of Emperor Momozono in 1762, he wrote in his diary, Komeikyo-ki, that the shogunate was "Eastern barbarians," giving us a glimpse into the consciousness of the nobles at the time.

江戸後期の公家。正親町実連の長男,母は広幡豊忠の娘。明和5(1768)年参議,安永5(1776)年正二位,同8年権大納言。安永9年以来院評定,院伝奏を務め,寛政3(1791)年12月武家伝奏となった。そのころ光格天皇は実父閑院宮典仁親王に対し太上天皇の尊号を贈ろうとし,朝幕間で折衝がもたれた。武家伝奏の公明はよくその任務に当たったが,幕府の反対で実現しなかった(尊号事件)。同5年1月幕府は議奏中山愛親と共に召喚,訊問し,事件の責任を負わせ50日間の逼塞を命じた。同年4月逼塞は許されたが武家伝奏は罷免された。宝暦12(1762)年の桃園天皇の死去に際し,彼は日記『公明卿記』に幕府のことを「東夷」と書いており,当時の公家の意識を窺うことができる。<参考文献>藤田覚「寛政期の朝廷と幕府」(『歴史学研究』599号)
