Several plans for the government district had been drawn up before, but in 1886, under the direction of Inoue Kaoru, Minister of Foreign Affairs and Director General of the Provisional Building Bureau, a plan was drawn up by the German firm Ende-Beckmann. It was a grand Baroque urban plan that extended from Tsukiji to Hibiya and Kasumigaseki.
