He claimed that each part of the cerebrum has a specific function, and that the outer surface of the cerebrum is faithfully represented by the skull, so that an individual's talents and temperament can be accurately estimated by looking at the external shape of the skull. This is phrenology. He lectured on this theory in Vienna and was very popular, but it was banned by Emperor Francis II, so he left Vienna and opened a practice in Paris.
