In 1971, the Salt Industry Development and Modernization Promotion Temporary Measures Law was enacted, which led to the reorganization of traditional salt fields and a complete conversion to large-scale ion-exchange membrane salt production. This was a significant step in transforming Japan's salt production from an agricultural industry to a modern chemical industry.
