Law Concerning Temporary Measures for the Promotion of the Development and Modernization of the Salt Industry

...However, production costs could not compete with imported salt, so in 1984, the Salt Industry Development Temporary Measures Law was enacted, which abolished low-productivity salt fields and balanced supply and demand. Meanwhile, the ion-exchange membrane method, which began industrial testing around this time, made further progress in the 1960s, and it became possible to expect significant cost reductions by taking advantage of its characteristics and integrating it on a large scale. In 1971, the Salt Industry Development and Modernization Promotion Temporary Measures Law was enacted, which led to the reorganization of traditional salt fields and a complete conversion to large-scale ion-exchange membrane salt production. This was a significant step in transforming Japan's salt production from an agricultural industry to a modern chemical industry.
