Enkyu Senjimasu (Masu)

It is the product of the policy of establishing official masu, which was adopted in conjunction with the Shoen Sogyo-rei (law to consolidate manors) during the Heian period, when the Ritsuryo system was collapsing. …

…As private landowners’ manors developed in various regions, each manor developed its own unique and complex system of tax tribute measures, lord’s measures, payment measures, etc., and by the mid-Heian period, many different types of private measures of different sizes came into use. Emperor Gosanjo, who is famous for organizing illegal manors in various provinces, unified the chaotic measures during the Enkyu era (1069-74) and established the official measures known as the “Enkyu-senji-masu.” These measures were subsequently approved for use nationwide as measures in the imperial court, temples, shrines, etc., and by the Kamakura period they had come to occupy the position of the representative measure in Kyoto city. …
