...The fact that it lasted for a period of 10 years was largely due to the fluidity of the domestic political situation and the tense international environment between Japan and China. Immediately after the Ryukyu Disposition, the Meiji government had been conducting secret diplomatic negotiations (negotiations for the partition of the islands) to cede Miyako and Yaeyama in exchange for domestic trade rights in China. The early Meiji government considered securing the independence of the Japanese people to be an important issue, and its foreign policy of trying to rank on an equal footing with Western countries was to establish and expand national sovereignty.
