Since there is a very strong correlation between economic activity and energy consumption, energy policy is closely linked to economic and industrial policy. In the 1960s, Japan implemented a policy of oil-dominant coal-subordinated, which led to high economic growth. Energy issues are also closely related to global environmental issues, and the greenhouse effect caused by carbon dioxide and fluorocarbons in particular is serious, calling for an international response. In 1992, the United Nations Framework Convention on Climate Change was signed by 155 countries in Rio de Janeiro, Brazil. With next-generation energy sources such as nuclear fusion expected to be completed in the 22nd century or later, transitional energy systems are also being explored. In any case, the construction of a "highly efficient, low environmental impact energy system" will be an important point in the 21st century.
