An imperial decree that grants a privilege permanently, and was used for the appointment of Buddhist priests. For example, once an emperor was granted the right to wear purple robes, his successor could inherit that privilege. It was frequently issued after the Heian period, especially during the Muromachi and Edo periods. However, it was often issued in the form of an imperial decree or in-sen rather than an imperial decree.
