Owen, who was active during the British Industrial Revolution, believed that education was a right, and the Character Formation School (1816) he established at his spinning mill freed boys and girls up to the age of 10 from factory work, and provided daycare for children up to the age of 6, and places for children up to the age of 10 to learn reading, writing, arithmetic, music, gymnastics, sewing, and knitting, which attracted attention both at home and abroad. Later, inspired by Owen, Samuel Wilderspin (1792-1866) established the Infant School Association in 1824, and popularized infant schools throughout Britain, some of which were later incorporated into the British public education system. Meanwhile, in America, which was deeply connected to the progress of the Industrial Revolution, a movement to provide education for girls as well as boys began to develop in the 1930s through the efforts of H. Mann, known as the father of the no-tuition public school movement. …

…イギリス産業革命期に活躍したR.オーエンは，教育を権利としてとらえ，彼の経営する紡績工場に付設した性格形成学院(1816)は，10歳までの少年少女を工場労働から解放し，6歳までは保育の場を，10歳までは読み書き算，音楽，体操，裁縫，編物の学習の場を用意し，内外から注目された。その後，オーエンに刺激されたウィルダースピンSamuel Wilderspin(1792‐1866)は1824年にインファント･スクール(幼児学校)協会を設立し，イギリス各地に幼児学校を普及させたが，これらの学校の一部はのちにイギリス公教育制度の一環に組み込まれていった。一方，アメリカでも，産業革命の進展と深くかかわりながら，男子とともに女子にも教育をという動きが，無月謝公立学校運動の父と呼ばれたH.マンらの努力で30年代から展開された。…
