…the general name for the 1782 Act, which confirmed the so-called “humanitarianization” of the English Poor Law, which took place against the backdrop of the social circumstances of the long-term economic boom in the late 18th century in England, the stable price of wheat, and the rising standard of living of the working class. It is named after its proposer, Thomas Gilbert (1720-98). The purpose of this Act was to expand administrative districts by creating parish unions, to streamline poor administration, and to improve the treatment of the poor. …
