Potential enemy country

A country that is expected to have a military conflict with one's own country in the future. It is usually set and used as a reference when studying military doctrine, strategy, tactics, the organization and equipment of one's own military, and the state of education and training. A hypothetical enemy can also refer to a country with which there is political or diplomatic tension, but the two do not necessarily coincide. A friendly country can also be the target of a hypothetical enemy, as in the 1920s and 1930s when the United States formulated Plan Red against the United Kingdom. Because it could have a significant impact on politics and diplomacy, hypothetical enemies are rarely made public. The Japanese government first positioned China as a "new threat" in the New National Defense Program Guidelines (16th NDPG) decided in December 2004, but has not publicly designated China as a hypothetical enemy.

将来自国と軍事衝突が想定される国。通常、軍事ドクトリンや戦略・戦術、自国軍の編成・装備、教育・訓練のあり方について研究するうえで設定され、参考にされることが多い。仮想敵国は政治・外交上緊張状態にある国をさすこともあるが、両者はかならずしも一致するわけではない。1920年代から1930年代にかけて、アメリカがイギリスを対象にしたレッド計画を策定していたように、友好国も仮想敵国の対象になることもある。政治・外交に多大な影響を及ぼす可能性があることから、実際に仮想敵国が公にされることは稀(まれ)である。日本政府は2004年（平成16）12月に決定された新防衛大綱（16大綱）において初めて中国を「新たな脅威」と位置づけたが、公に中国を仮想敵国に設定しているわけではない。
