A country that is expected to have a military conflict with one's own country in the future. It is usually set and used as a reference when studying military doctrine, strategy, tactics, the organization and equipment of one's own military, and the state of education and training. A hypothetical enemy can also refer to a country with which there is political or diplomatic tension, but the two do not necessarily coincide. A friendly country can also be the target of a hypothetical enemy, as in the 1920s and 1930s when the United States formulated Plan Red against the United Kingdom. Because it could have a significant impact on politics and diplomacy, hypothetical enemies are rarely made public. The Japanese government first positioned China as a "new threat" in the New National Defense Program Guidelines (16th NDPG) decided in December 2004, but has not publicly designated China as a hypothetical enemy.
