Fascism focused on the mental and physical training of young people, and organized several fascist organizations for young people, such as the Barilla National Workers' Association (named after the 18th-century Barilla revolt). It also used dopolavoro, meaning "after work" or "work-leisure," to organize the masses in their everyday lives, a system that sought to manage free time after work through entertainment and welfare.

The word originates from the Latin word "recreāre," which means re-creation, rebuilding something broken, recovering from illness, and recovering from fatigue from work and regaining energy. In Japan, attempts have been made to translate this word since the Meiji period, and the literal translation "restorative power" appeared in the early days, but later words such as "rest," "entertainment," "recuperation," and "games" have been used. In the Showa period, the word "welfare movement" was chosen to translate the recreation movement.
