The European Central Bank was established in June 1998 based on the European Central Bank Act (the Protocol to the Treaty Establishing the European Community) with the start of European monetary integration. In addition to having the right to issue and manage the single European currency, the euro, it also makes decisions on important monetary policies for the eurozone, such as foreign exchange operations, foreign exchange reserves, and changes to policy interest rates. The highest decision-making body is the Governing Council, which is made up of 17 members, including the central bank governors of the EU member states. It is based in Frankfurt, Germany.
