...During the Edo period, town officials who worked under the Kyoto magistrate to maintain public order, guard various ceremonies for the Imperial Court and the Shogunate, and supervise prisoners were called Shiza. They were called Shiza because they were led by four clans: Igarashi, Ogino, Matsumura, and Matsuo. The origin of Shiza Zoshiki can be traced back to the Kotonari Zoshiki of the Samurai-dokoro who conducted the Kyoto inspections during the Muromachi Shogunate, but they were not incorporated into the lower ranks of the Kyoto ruling structure by the Edo Shogunate until 1601 (Keicho 6) when ITAKURA Katsushige assigned the Shiza the responsibility for the four directions. Originally there were only two clans, Ogino and Igarashi, but during the time of Ashikaga Yoshimasa, Matsuo and Matsumura were added. *Some of the terminology that refers to "Mr. Igarashi" is listed below.
