During the reign of his father, he became a co-ruler with his brother Geta, but after the death of his father, the relationship between the brothers deteriorated, and in 212, despite the efforts of his mother, he murdered his brother and over 20,000 of his followers, and became sole ruler of the Roman Empire. One of his most famous policies is the Antonine Edict of 212, which granted Roman citizenship to all free people in the empire.

…In ancient Rome, it referred to the area of duties of public officials, such as the maintenance of law and order by the praetor, and after the Punic Wars, it also referred to Roman territories (provinces) outside Italy. The acquisition and maintenance of provinces was the flip side of the development of the ancient Roman Empire, but under state law, provinces were not part of the Roman realm but were battlefields, and provincial residents (except for cities and tribes allied with Rome) were considered dependent foreigners, and governors led the military to govern them. During the Republic, the lack of a consistent provincial policy led to widespread misgovernment and exploitation, and after Augustus, the head of state sought to control and stabilize all provinces through his strong power. …
