A ship's registry is equivalent to a person's family register, and a ship's port of registry is equivalent to a person's permanent domicile. According to the Ship Act, Japanese ships are required to have their port of registry at the shipowner's address. When a shipowner builds or acquires a ship, he or she must determine the port of registry and register the ship in the ship's master register kept at the maritime authority that has jurisdiction over that port (the Regional Transport Bureau and its branches and offices). After this registration, a certificate of ship nationality is issued and the ship is permitted to sail. The name of the ship's port of registry is displayed under the ship's name at the stern. In the case of ocean-going ships, as a tax avoidance measure, there are many cases where a paper company is established in a foreign country with low taxes, such as Panama, and the ship is registered there; these ships are called flags of convenience.
