Ship registry - Senseki

A ship's registry is equivalent to a person's family register, and a ship's port of registry is equivalent to a person's permanent domicile. According to the Ship Act, Japanese ships are required to have their port of registry at the shipowner's address. When a shipowner builds or acquires a ship, he or she must determine the port of registry and register the ship in the ship's master register kept at the maritime authority that has jurisdiction over that port (the Regional Transport Bureau and its branches and offices). After this registration, a certificate of ship nationality is issued and the ship is permitted to sail. The name of the ship's port of registry is displayed under the ship's name at the stern. In the case of ocean-going ships, as a tax avoidance measure, there are many cases where a paper company is established in a foreign country with low taxes, such as Panama, and the ship is registered there; these ships are called flags of convenience.

人の戸籍に相当する船舶の籍で、人の本籍に相当するのが船籍港である。船舶法の規定により、日本船舶は船舶所有者の住所地に船籍港を置くことになっている。船舶所有者は船舶を建造または取得したときは、船籍港を定め、同港を管轄する管海官庁(地方運輸局およびその支局、出張所)に備置する船舶原簿にその船舶を登録しなければならない。この登録を経て船舶国籍証書の交付を受け、船舶の航行が許可される。船籍港名は船尾の船名の下に表示されることになっている。外航船では、税金対策としてパナマなど税金の安い外国にペーパーカンパニーを設立して船籍を置くケースが多く、これらの船を便宜置籍船という。
