...However, in the second half of the 18th century, local powers independent of the Sultanate in Istanbul developed, centered on Akkar, in conjunction with the situation in the Lebanon Mountains and Egypt. The Safad ruler Zahir al-'Umar expanded his power, and during the Russo-Turkish War of 1768-74, he allied with Ali Bey of Egypt and rebelled against the Ottoman court with the help of Russia. After the collapse of Zahir's power, the Bosnian-born soldier Jazzar, who was based in Akkar from 1774 to 1804, expanded his influence throughout Syria, and the Ottoman Empire was forced to recognize and utilize him. However, he was able to repel Napoleon's army, which crossed the Sinai Peninsula from Egypt to attack Akkar in 1799, supported by the British fleet.
