Peruvian politician and leader of the Apra Party (1924-79). Born into a wealthy middle-class family in the northern Peruvian city of Trujillo, his family fell into ruin when the sugar plantations were monopolized by imperialism. He moved to Lima in 1917 and enrolled at the University of San Marcos, where he quickly distinguished himself as a leader in the student union. During his student years he was exposed to Marxism and the ideas of González Prada. In 1919 he supported a general strike by workers calling for an eight-hour workday, and the following year he founded the González Prada Popular University for workers.

ペルーの政治家，アプラ党党首(1924‐79)。ペルー北部トルヒーヨ市の裕福な中産階級の家に生まれるが，糖業プランテーションの帝国主義的独占化によって家は没落。1917年リマに出，サン･マルコス大学に入学，ただちに学生連合の指導者として頭角をあらわした。学生時代マルクス主義に触れ，同時にゴンサレス･プラダの思想と出会う。19年には8時間労働をめぐる労働者のゼネストを支持し，翌年に労働者のためのゴンサレス･プラダ人民大学を創設した。
