This law (promulgated in 1956) aims to protect coasts from damage caused by tsunamis, storm surges, and waves by constructing coastal protection facilities such as levees, jetties, revetments, and breastworks on the coast. Both rivers and coasts are natural public property that are used for public purposes in their natural state, but while rivers have long been managed by the River Law, there was no comprehensive law for coastal management, and coasts were only piecemeal regulated by the National Property Law, Port and Harbor Law, Fisheries Port Law, and local government ordinances. This law was therefore enacted as a systematic law that stipulates the body responsible for managing coasts, restrictions on activities on coasts, standards for the construction of coastal protection facilities, compensation for losses, and cost sharing. 海岸に堤防,突堤,護岸,胸壁などの海岸保全施設を建設して,津波,高潮,波浪などの被害から海岸を防護するための法律(1956公布)。河川も海岸も自然の状態で公共の用に供されるいわゆる自然公物であるが,河川についてはかねて河川法による管理が行われてきたのに,海岸の管理に関しては以前は総合的な法律がなく,国有財産法,港湾法,漁港法,地方公共団体の条例などにより,断片的に規制されていたにすぎなかった。そこで本法が海岸の管理主体,海岸における行為の制限,海岸保全施設築造の基準,損失補償,費用分担などを定める体系的な法律として制定された。
