…In 1916, during the First World War, the British government reviewed its science policy and established the Department of Scientific and Industrial Research (DSIR), and in 1918, NPL was transferred to the DSIR, giving it a solid foundation both institutionally and financially. In 1901, the National Bureau of Standards (NBS) was established in the United States, which shows that the newly emerging United States, following the example of the advanced industrial countries of Europe, also began to develop research systems at the government level. In Japan, the RIKEN Institute established in 1917 was not a national institution but a semi-public, semi-private organization, but it can be positioned within the series of movements we have seen so far. …
