National Charter Association

...In November, some of the cornered Chartists rebelled in Newport, but this was also suppressed. Second Phase (1840-42) Reflecting on the fact that the weakness of the organization had led to defeat, the National Charter Association was formed in Manchester in July 1840 with the aim of establishing a national organization. The middle class dropped out, and the movement was revived with a clearer worker's character. By early 1842, the number of members had exceeded 40,000, and in May, using its organizational strength, it submitted a second petition to Parliament with 3.31 million signatures, but it was opposed by Whigs TB Macaulay and J. Russell, and was rejected again by 287 votes to 49.
