In 1967, Arvid Pardo, the Maltese ambassador to the United Nations, spoke at the United Nations, expressing concern that the development of resources such as manganese nodules, which were beginning to attract attention at the time, would be monopolized by a few developed countries, saying that the deep seabed and its resources should be considered the common heritage of all mankind. In 1970, this was adopted as a UN resolution.
