Philippine politician. Born in Cebu City, Cebu Island. He entered politics in 1906 when he was elected Governor of Cebu Province. He was elected to the first unicameral Philippine Congress in 1907, and served as Speaker until 1916. After the establishment of the bicameral Congress in 1916, he served as Speaker of the House of Representatives until 1922. He was President of the ruling Nationalist Party from 1906 to 1922, but was subsequently deprived of supreme leadership in national politics by Quezon. He became Vice President of the Philippine Commonwealth in 1935, and was promoted to President upon Quezon's death in 1944, but retired from politics after the establishment of the Philippine Republic in 1946.
