...The area is about 2,300 km2, and the population is about 350,000 (1981). There are three former provinces: Soule in the southeast, Basse-Navarre in the center, and Labourd in the northwest. Soule (capital Mauléon) maintained its independence until the 13th century, but was annexed by the French Crown in 1451.
