...The following year, the Kuril Islands, along with Eastern Ezochi, became direct territories of the Shogunate, and in 1800, Takadaya Kahei was ordered to open fishing grounds on Etorofu Island, and the village system was implemented on the island, promoting the assimilation of the Ainu. The area was again under the control of the Matsumae Domain in 1821 (Bunsei 4), but during this time, there were frequent conflicts with Russia, which was trying to establish trade relations with Japan through the Kuril Islands, such as the attack on Etorofu by Nikolai Khvostov and Gavriil I. Davydov in 1807 (Bunka 4), the capture of Golovnin, who had come to survey the Kuril Islands waters in 1811, and the abduction of Takadaya Kahei by Pyotr I. Rikord the following year. The Treaty of Peace and Amity between Japan and Russia concluded on February 7, 1855 (December 21, 1856) established the border between the two countries at the strait between the islands of Etorofu and Uruppu, and the Treaty of Exchange of Sakhalin for the Kuril Islands made all of the Kuril Islands Japanese territory.
