…In the midst of the continuing resistance of the Spanish people, Napoleon succeeded in transferring the throne that Charles IV had handed over to Ferdinand VII to his brother Joseph Bonaparte (Jose I). However, the people did not accept this transfer of the throne, and in a situation where public power had essentially collapsed, they formed "councils (Juntas)" in various cities that had the same power as the sovereignty of the state. Then, a very small number of council representatives gathered in the southern port city of Cadiz, the only unoccupied territory, opened a parliament and promulgated the 1812 Constitution (Cadiz Constitution) based on liberalism. …
