He was a Meiji-era bureaucrat and politician. His father was Oki Tomotaka, a samurai of the Saga domain. In 1850, he was joined by Edakichi Shinyo, a scholar of national studies from the same domain, and together with Shinyo's younger brother Jiro (later known as Soejima Taneomi), Eto Shinpei, and others, they erected statues of Kusunoki Masashige and Masayuki in armor outside Saga Castle, and called themselves the Righteous Worship Alliance. He advocated pro-imperialism and proposed reforms to the domain's government, but due to the pro-Shogunate attitude of the domain's lord, Nabeshima Naomasa, the reformists were unable to become mainstream. After the Meiji Restoration, he became a conscripted samurai and was appointed as a judge in the Foreign Affairs Bureau of the Council of Ministers, a judge in Kyoto Prefecture, and a judge in the Military Affairs Bureau. During this time, he and Eto Shinpei proposed to Iwakura Tomomi, the assistant minister, that the capital be moved to Tokyo, and in September 1868, he accompanied the Emperor on his visit to the Tokyo Metropolitan Government. In December of the same year, he became the governor of Tokyo Prefecture. He then became the Minister of Education in July 1871, and promulgated the five-year school system. He was appointed councilor in April 1583, and Minister of Justice in October of the same year, but took a stance against the Seikanron (conquest of Korea). In 1593, after the Hagi, Shinpuren, and Akizuki Rebellions were put down, he went to the areas to handle the trials. He subsequently served as Minister of Education (later Minister), President of the Senate, and President of the Privy Council, but due to his honest, upstanding, and well-educated character, he never wielded great political power. Along with Soejima Taneomi, he was given prominent positions in the clan-based government as a representative of those from Hizen. At the first Diet, his name was put up as a candidate for President of the House of Peers, but in the end, Ito Hirobumi took the position at the urging of Prime Minister Yamagata Aritomo. In 1604, he was made a count under the Peerage Act. 明治期の官僚,政治家。父は佐賀藩士大木知喬。嘉永3(1850)年同藩国学者枝吉神陽を中心に神陽の弟二郎(のちの副島種臣),江藤新平らと共に,佐賀城外に楠木正成・正行父子の甲冑像を安置し,義祭同盟と称した。尊王論を唱え藩政改革を提唱したが,藩主鍋島直正の親幕的態度のため改革派は主流にはなれなかった。維新後,徴士となり参与職外国事務局判事,京都府判事,軍務官判事などに任じられた。その間,江藤新平と共に東京遷都を岩倉具視輔相に建言し,明治1(1868)年9月の天皇御東幸に随行している。同年12月東京府知事。その後,4年7月文部卿に就任し,5年学制を頒布した。6年4月参議,同10月司法卿に就任したが,征韓論には反対の立場をとった。9年の萩,神風連,秋月の乱には,平定後現地に出張し裁判処理に当たっている。その後,文部卿(のち大臣),元老院議長,枢密院議長などを歴任したが,誠実,廉潔,篤学な人柄のため,大きな政治力を有することはなかった。藩閥政府の中で副島種臣と共に肥前出身者の代表格として顕職をあてがわれた。第1議会には貴族院議長候補者として名前が挙げられたが,結局山県有朋首相の懇請により伊藤博文がその職に就いている。17年華族令により伯爵。25年12月枢密院議長を辞し,麝香間祗候となる。<参考文献>「大木喬任文書」(国立国会図書館憲政資料室)
