A meeting was held in Tokyo from July 15th between Foreign Minister Hachiro Arita and British Ambassador to Japan Craigie to resolve the issue of the blockade of the Tianjin British-French Concession in June 1939. The hardliners of the Tripartite Pact, centered around the military, collaborated with right-wingers to incite the anti-British movement, but with British concessions, an agreement was reached on July 22nd. However, on the 26th of the same month, the United States suddenly announced its intention to terminate the Japan-U.S. Treaty of Commerce and Navigation, which led to a change of policy in the United Kingdom. The negotiations then became a standoff and broke down on August 21st.
