… One of the ideological sources of Enlightened absolutism can be found in the “legal despotism” advocated by the French Physiocrats, which meant enlightening the monarch to believe in the “laws of nature” and then enforcing these laws throughout society by eliminating traditional privileges through legislative activity by dictatorial power. The German Grand Duke of Baden, Karl Friedrich (1728-1811), was directly influenced by this idea when he introduced a single land tax and promoted large-scale agricultural management. Frederick II of Prussia, famous for his slogan “The sovereign is the first servant of the state,” implemented a series of enlightened policies, including religious tolerance, educational reform, and the modernization of the judicial system, but his aim, above all, was to promote industry and strengthen the nation’s military through national utilitarianism. …
