[Died] July 17, 785. A scholar and man of letters from the Nara period in Kyoto. He was the great-grandson of Prince Otomo, and his grandfather was King Kazuno and his father King Ikebe. Before 751, he was called King Mifune, and in January of the same year, he was given the surname Tankai no Masato. In 758, he was imprisoned for slandering the Imperial Court. In 758, he became Owari no Suke, in 759, Mikawa no Kami, and in 767, Mimasaka no Kami. In 767, he became the Tosando Inspector General, Senior Fifth Rank, Senior Vice-Minister of the Department of Military Affairs, and Chamberlain of the Third Class, and then Dazai no Daini, and in 772, he became University Head and Doctor of Literature, and thereafter often served as University Head. In 784, he died as the Minister of Justice, and in the following year, he died as the Minister of Justice, Junior Fourth Rank, and Inaba no Kami. He was not well-liked under Fujiwara no Nakamaro (Emi no Oshikatsu), and even when he was in his position as a junsatsushi (police inspector), he was considered harsh and arbitrary in his handling of matters, and was not well-received. However, as a man of letters and scholar, he was known for his first-class insight at the time, and during the reign of Emperor Kōnin, he worked with Ishikawa Natari to compile the national history. He was also well-versed in Buddhist scriptures due to his experience as a monk, and in 770 he wrote "The Eastern Expedition of Tang Daiwa Jo (Ganjin)" (1 volume), and in 771 he studied "Shaku Makayenron" (The Shaku Makayenron), and even claimed it to be a forgery. Another major achievement of his was the selection of Chinese-style posthumous names for successive emperors, such as Jinmu, Suizei, and Annei, around 762-768. There is also a theory that he is the editor of the Chinese poetry collection "Kaifūsō."

奈良時代の学者,文人。大友皇子の曾孫で,祖父は葛野王,父は池辺王。天平勝宝3 (751) 年以前には三船王と称し,同年1月に姓淡海真人を賜わった。同8年,朝廷を誹謗したかどにより禁錮刑。天平宝字2 (758) 年尾張介,同5年三河守となり,同6年に美作守。神護景雲1 (767) 年に東山道巡察使正五位上行兵部大輔兼侍従勲三等,次いで大宰大弐,宝亀3 (772) 年大学頭,文章博士となり,その後,大学頭をつとめることが多かった。延暦3 (784) 年刑部卿,翌4年刑部卿従四位下兼因幡守として死去。彼は藤原仲麻呂 (恵美押勝) のもとでは不遇で,また巡察使の任にあった当時も,過酷,独断的に事を処理したとして評判は芳しくなかった。しかし,文人,学者としては,当時第一級の見識をもって知られ,光仁天皇のときには石川名足とともに国史の編纂に努力,僧籍にあった経験から仏典にも精通,宝亀1 (770) 年には『唐大和上 (鑑真) 東征伝』 (1巻) を著述,同 10年には『釈摩訶衍論』について研究し,それを偽作だとしているほどである。また天平宝字6 (762) ~8年頃に,神武,綏靖,安寧などの歴代天皇の漢風諡号を撰進したことは彼の大きな業績である。漢詩集『懐風藻』の編者とする説もある。
