Fundamentals of Agriculture - Nougyoukisoron (English)

Japanese: 農業基礎論 - のうぎょうきそろん（英語表記）Nóng yè jī chǔ lùn

The general term for policies decided by the Central Committee of the Communist Party of China in September 1962. The policy of "based on agriculture, leading by industry" is abbreviated to the term "foundational theory of agriculture." China faced an economic crisis after two consecutive years of severe agricultural famines in 1959 and 1960, and the termination of the economic and technological agreement with the Soviet Union in July 1960. To save the country from this crisis, economic regulations in various fields were relaxed and policies that emphasized agriculture were put in place. Not only did the allocation of agricultural investment increase, but the internal structure of heavy industry was reorganized, and efforts were made to develop the agricultural machinery industry and the chemical fertilizer and pesticide industries.

1962年9月の中国共産党中央委員会で決定した政策の総称。〈農業を基礎とし，工業を主導とする〉方針を簡略化して農業基礎論と呼ぶ。1959,60年の農業面における2年連続の大凶作，60年7月のソ連の経済･技術協定の破棄で，中国は経済危機に直面した。その危機を救うために，諸分野の経済的規制をゆるめ，農業重視の政策を打ち出したもの。農業投資の配分を増大させたのみならず，重工業内部構造の改編に着手，農業機械工業，化学肥料･農薬工業の発展に力を注いだ。
