Dumaguete

...The mountain range that runs north to south along the island's axis (its highest peak is the 2,465m-high Kanlaon Volcano) creates a stark contrast between the east and west coasts. The east coast is mountainous, close to the coast, and has little flat land, and receives little monsoon rain (annual rainfall in Dumaguete, the capital of Negros Oriental, is 1,445mm). On the other hand, the west and north coasts are covered with fertile soil, with the foothills of volcanoes that extend all the way to the coast, and the southwest monsoon causes a pronounced rainy season (annual rainfall in Bacolod, the capital of Negros Occidental, is 2,248mm).
