The Constitutional Council is made up of nine members, three of whom are appointed by the President and the Presidents of both Houses (for a nine-year term, with one-third up for election every three years), and a former President (for life), one of whom is appointed as the President by the President. (2) The High Judicial Council: The Conseil Supérieur de la Magistrature makes proposals to the government regarding the appointment of judges, is consulted on issues related to the independence of the judiciary, and, under the chairmanship of the President of the House of Cassation, also holds disciplinary trials for judges. It is made up of the President (President of the High Judicial Council), the Minister of Justice (Vice-President), and nine appointing members appointed by the President.
