This refers to the recommendations section of the report of the American Social Security Commission (led by William H. Wandel) that visited Japan during the occupation and investigated social security. The commission arrived in Japan in August 1947 and stayed for just over two months, after which it submitted its report to GHQ on December 1 and delivered it to the Japanese government on July 15, 1948. The report (translated in Japanese as "Recommendations for Social Security") is made up of two parts: Part 1 is an overview of the current social security system, and Part 2 is recommendations. The report first analyzes and criticizes the current systems, and in Part 2 makes recommendations on the social security system, public health, and hospitals and medical facilities.

社会保障に関し占領下に来日したアメリカの社会保障調査団(団長ワンデルWilliam H.Wandel)の報告書のうち勧告の部分をさす。同調査団は1947年8月に来日，2ヵ月余り滞在したが，その後12月1日にGHQに報告書が提出され，48年7月15日に日本政府に送達された。第1部現行社会保障制度概観，第2部勧告，からなる報告書(邦訳《社会保障への勧告》)は，まず現行諸制度を分析し批判を加えたうえ，第2部で社会保障制度，公衆衛生，病院および診療施設に分けて勧告がなされている。
