In the early Meiji period, a peasant struggle for the refund of overpaid tribute broke out in the Shonai region of Yamagata Prefecture (then Sakata Prefecture). It is also called the Tagawa-Akumi Two-County Riot. Sakata Prefecture (which was renamed Tsuruoka Prefecture in 1875 and merged with Yamagata Prefecture in 1876) continued to follow the old tax law even after the government's tax reform (permission to pay stone fees and abolition of miscellaneous taxes). In 1874, the peasants demanded the abolition of miscellaneous taxes, permission to pay stone fees, disclosure of account books, and the return of overpaid taxes. The government attempted to suppress the peasants by appointing Mishima Michitsune as the governor of Sakata Prefecture, but the following year in 1875, the Senate investigated the case following a petition from Sakata merchant Mori Touemon and others, and in 1878 a ruling was made in favor of the peasants, but Mishima's oppression continued. Wappa refers to the wooden lunch box used by farmers, and the name was chosen because the distribution of overpayments would be enough to fill a whole wappa.

明治初期，現在の山形県庄内(しょうない)地方（当時は酒田県）に起こった貢祖過納金の払戻しを求める農民闘争。田川・飽海(あくみ)二郡騒擾(そうじょう)ともいう。酒田県（1875年鶴岡県と改称，1876年に山形県に統合）では政府の税制改革（石代納許可，雑税廃止）以後も旧税法によっていた。1874年農民は雑税廃止と石代納許可，帳簿の公開，過納租税返還を県に要求，政府は三島通庸を酒田県令に任命して大弾圧を試みたが，翌1875年酒田の商人森藤右衛門らの建白により元老院が調査，1878年農民に有利な判決が下ったが，以後も三島の弾圧は続いた。なおワッパは農民の木製弁当箱のことで，過納金を配分すればワッパ一杯分にもなるほどということで名付けられた。
