[Three types]
In a referendum system, after the legislative body passes a proposed constitutional amendment or law, a certain period is allowed before it is published and put to a national referendum. If a national referendum is held during this period, the vote is considered the final decision. There are three types of referendums, depending on who initiates the referendum. The first type is used in about half of the Swiss cantons, and is a system in which all bills passed by the parliament are automatically put to a national referendum in the next election, and is called a compulsory referendum. The second type is a system in which a bill passed by the parliament is put to a national referendum if the people request it by submitting a certain number or percentage of the signatures of the electorate, and is called an optional referendum.

　レファレンダム制度では，立法機関が憲法改正案ないし法律案を可決･成立させたのち，その公布施行までに一定の期間をおき，この間に国民投票が行われたときには，その表決をもって最終決定とする方法がとられるが，誰が国民投票に付すことを発議するかという点で，三つの類型に分けられる。第1の型は，スイスの約半数の州で採用されているもので，議会が可決した法案はこれをすべて自動的に，次の選挙で国民投票に付す制度であり，強制的レファレンダムcompulsory referendumと呼ばれる。第2の型は，議会が可決した法案について国民が有権者の一定数ないし一定率の署名をもって請求したときには，これを国民投票に付す制度であり，任意的レファレンダムoptional referendumと呼ばれる。…
