Year of death: August 23, 1932 Year of birth: April 14, 1853 (May 21, 1853) A bureaucrat during the Meiji and Taisho periods. Born as the eldest son of a samurai of Iwakuni Domain in Suo Province (Yamaguchi Prefecture). He studied in Osaka and Tokyo, visiting the Osaka Military Academy, Matsumoto Ryojun's Ranko Academy, the Kaitakushi Provisional School, the University Southern School, and the Ministry of Public Works' Engineering Department. These events give a glimpse into the state of his study abroad in the early Meiji period. He was introduced to Tanaka Fujimaro by Yamao Yozo of the Ministry of Public Works, and began working for the Ministry of Education. He served as a junior secretary, inspector, and counselor in the Ministry of Education, and in 1891 became director of the General Education Bureau. During his time at the Ministry of Education, he worked hard to establish the Code of Conduct for Elementary School Teachers and revise the Elementary School Act. He then moved to the Ministry of Home Affairs, where he served as director of the Prefectural Government Bureau and successively as governor of various prefectures. In 1924, he became Minister of Education in the Kiyoura Cabinet, and after resigning, he became a Privy Councilor. During this time, he was active as a member of the House of Peers affiliated with Yamagata Aritomo, and played a leading role along with Komatsubara Eitaro and Okada Ryohei in the issue of educational reform from the latter half of the Meiji period to the mid-Taisho period. He served on many government committees, and also served as chairman of the Bocho Education Association, the National Association of Shinto Priests, and president of Kokugakuin University. 没年:昭和7.8.23(1932) 生年:嘉永6.4.14(1853.5.21) 明治大正期の官僚。周防国(山口県)岩国藩士の長男として生まれる。大阪と東京で修学し,大阪兵学寮,松本良順の蘭疇学舎,開拓使仮学校,大学南校,工部省工学寮などを巡った。これらは明治初年の遊学の様相を伝える。工部省の山尾庸三から田中不二麻呂を紹介され文部省に勤務し始める。文部省少書記官,視学官,参事官を歴任し,明治24(1891)年普通学務局長となる。文部省時代に小学校教員心得の制定,小学校令の改正などに尽力する。こののち内務省に移り,県治局長を手はじめに各県知事を歴任する。大正13(1924)年清浦内閣の文部大臣,辞任後に枢密顧問官となる。この間山県有朋系の貴族院議員として活躍し,特に明治後半期から大正中期にかけての学制改革問題では,小松原英太郎,岡田良平らと共に主導的役割を果たした。多くの政府委員になるとともに防長教育会,全国神職会会長,国学院大学学長なども務めている。なお,東京大学社会科学研究所に日記を含む「江木文書」がある。<参考文献>江木千之翁経歴談刊行会編『江木千之翁経歴談』上下 (中野実) 出典 朝日日本歴史人物事典:(株)朝日新聞出版朝日日本歴史人物事典について 情報 |
