Ethics Policy - Rinri Seisaku

Japanese: 倫理政策 - りんりせいさく

A translation of the Dutch term Ethische Politiek, it refers to the liberal colonial policy that the Dutch government adopted in Indonesia from around 1901 to 1927. The impoverishment of Javanese villages caused by the forced cultivation system did not improve even after the system was abolished, and calls arose for a fundamental reexamination of the colonial policy. In 1901, in a speech at the opening ceremony of parliament, Queen Wilhelmina of the Netherlands stated that the Netherlands had an ethical duty and moral responsibility to the people of the East Indies, and outlined three principles: the spread of Christianity, the decentralization of power, and an emphasis on the welfare of the people.

オランダ語のEthische Politiekの訳で，オランダ政府が1901年ごろから27年ごろまでインドネシアで採用した開明的植民政策。強制栽培制度によるジャワ農村の疲弊は制度廃止後も好転せず，植民政策の根本的再検討を望む声が起こった。1901年，オランダ女王ウィルヘルミナは議会開院式の演説で，オランダは東インドの住民に対して倫理的義務と道徳的責任とを負う，と述べ，キリスト教普及，権力分散および住民の福祉重視という三つの原則を示した。
