An imperial ordinance that stipulated restrictions on the publication of articles in newspapers and other media based on the National Mobilization Law. It was promulgated on January 11, 1941 (Showa 16) (and took effect the same day). It is one of the so-called total mobilization imperial ordinances. Article 20, paragraph 1 of the National Mobilization Law stipulated that the government could restrict or prohibit the publication of articles by imperial ordinance that were "necessary for national mobilization." This was enacted in response to this. It consists of five articles, with Article 3 being the core, which states that the Prime Minister can restrict or prohibit in advance the publication of articles on matters that may cause serious hindrance to diplomacy, the implementation of financial and economic policies, and the implementation of other national policies, as well as matters that require confidentiality from foreign countries. Article 4 stipulates administrative measures such as prohibition of sale and distribution and seizure of newspapers and other media that violate this.

国家総動員法に基づき,新聞紙等への記事掲載の制限を規定した勅令。1941年(昭和16)1月11日公布(即日施行)。いわゆる総動員勅令の一つ。国家総動員法は第20条第1項で,政府は〈国家総動員上必要アルトキ〉は勅令で記事掲載の制限または禁止を行うことができると定めていた。これを受けて制定されたもの。全5条から成り,中心は第3条で,内閣総理大臣は外交,財政経済政策の遂行,その他国策遂行等に重大な支障を生ずるおそれのある事項,および外国に秘匿を要する事項等の記事掲載をあらかじめ制限または禁止できることとされ,これに違反した新聞紙等に対する発売頒布禁止,差押え等の行政処分が第4条に規定されていた。
