Subsidies provided by the national government to support local governments and other forestry policies. The main targets are afforestation, forest roads, forest conservation projects (mountain conservation facilities, coastal sandy area afforestation, disaster prevention forest creation, etc.), forestry research and testing costs, forestry technology dissemination projects, forest plan implementation costs, and protection forest administrative costs. These include those implemented by prefectures, private organizations, and individuals, but those for prefectures can also be considered grants for delegated administrative expenses, and in the narrow sense refer to subsidies for individuals or private organizations.

自治体その他の林業施策を助成するために国が交付する補助金。対象のおもなものは造林，林道，治山事業 (山地治山施設，海岸砂地造林，災害防止林造成など) ，林業試験研究費，林業技術普及事業，森林計画実行費，保安林事務費などで，都道府県の実行するもの，民間団体の実行するもの，個人の実行するものを含むが，都道府県に対するものは委任行政費に対する交付金ともいうべきもので，狭義には個人または民間団体に対する補助をさす。
