The common name for the law on the number of government officials. This law was enacted in 1969 to set the maximum number of national civil servants (506,571 in 1969, changed to 509,508 in 1985). The number of government officials per ministry, which had been set by the Ministry Quota Law, was to be set by the Administrative Agency Personnel Quota Order (1969) within this range. However, Self-Defense Forces personnel, field personnel, and special positions were excluded. Under this law, eight rounds of staff reduction plans were implemented, resulting in a reduction of about 37,000 since 1982, but during this time, due to the difficulty of maintaining the total number of staff due to the establishment of new national medical and dental universities, some of these faculty and staff were also excluded. In 2000, the Total Staff Quota Law was amended to 534,822 in line with the Basic Law for Reform of Central Ministries and Agencies (enacted in 2001), but the government has decided to reduce the number of staff by 25% in the 10 years following the reorganization of ministries and agencies.

行政機関の職員の定員に関する法律の通称。1969年に制定された，国家公務員の定員の最高限度を定めた法律（1969年制定時は50万6571人で，1985年50万9508人に変更）。従来各省庁定員法で定めていた省庁別定員はこの範囲内で行政機関職員定員令（1969年）で定められることとなる。ただし自衛官，現業職員と特別職が除かれた。この法のもと８次にわたる定員削減計画が実行され，1982年以降約３万7000人の減となったが，この間国立医科・歯科大学の新設による総定員維持の困難から，これらの教職員の一部を除外する改正も行われた。中央省庁等改革基本法（2001年施行）に合わせて総定員法も2000年改正され，53万4822人とされたが，政府は省庁再編後10年間で定員を25％削減する方針を決定している。
