The original concept of remote island routes refers to routes that transport passengers and cargo using passenger ships, cargo-passenger ships, and cargo ships between the mainland and remote islands, or between remote islands themselves. However, in white papers published by the Japanese government and among the shipping industry, the term is generally used to mean "regular passenger routes" to remote islands that are operated as licensed businesses under the application of the "Maritime Transportation Law" (Article 2, Section 4), as defined in the "Remote Island Route Development Law" (Article 2, Section 2).
