Born June 29, 1918 in Kankakee, Illinois. American military officer. After graduating from the University of Illinois, he was commissioned as a naval lieutenant in 1941, a rear admiral in 1965, and served as director of the Center for Defense Information, a private company, after retiring in 1972. On September 10, 1974, he gave a number of testimonies about the US nuclear strategic system at the Subcommittee on Military Applications of the Joint Committee on Atomic Energy of the US House of Representatives and Senate. His "LaRocque Testimony," which pointed out the call of nuclear-armed US warships in Japan, shocked the Japanese people and raised new questions about Japan's three non-nuclear principles and the Japan-US security system.
