He actively promoted the expansionist policy begun by Ramon Berenguer I, temporarily occupying parts of the Balearic Islands, while adding the neighboring Islamic states of Tortosa, Valencia, and Lleida to his tributary states. He also restored the former Archbishopric of Tarragona, and thus succeeded in making the Catalan Church independent of the jurisdiction of the Archbishopric of Narbonne. Furthermore, by marrying the Provencal Marquise Douce (Dorsa), he marked a major step in the realization of his ambitious political plan to create a state of Occitania that would stretch from Catalonia to the whole of southern France.
