A cabinet within a cabinet, composed of a small number of powerful ministers, which decides on the overall direction of national government and coordinates important policies in place of cabinet meetings of all ministers. When the pressures of war or social crisis are added to situations such as coalition cabinets and an expansion of the number of ministers, the tendency to concentrate decision-making power in a small number of powerful ministers becomes stronger, and this is made official and established. In Britain, the famous minority cabinets of Lloyd George in World War I and Churchill in World War II were composed of 5 to 8 people, including the prime minister, military ministers, and ministers without portfolio. In Japan, the Five-Minister and Four-Minister Conferences that began with the Saito Makoto cabinet after the Manchurian Incident are sometimes compared to this.
