While he unified the surrounding counties and established Barcelona's leadership, he also exerted his political influence on two areas, the divided and weakened Al-Andalus (Islamic Spain) and southern France, which shared common cultural traditions and language, and thus determined the direction of the later development of Catalonia. In terms of domestic affairs, he established the Catalan Customary Law, which was a combination of Visigothic law, Frankish law, and feudal laws, and formed the basis of the country's legal system.
