In 1602 he became Inspector General of Commerce, and promoted the silk and glass industries, abolished the import of luxury goods, and tried to stop the outflow of precious metals from the country. His mercantilist policies, which opposed the physiocratic policies of the Duke of Sully, who also served the king, are considered to be the precursor of Colbertism.
